Writing a policy memo

Set out options, weigh them and make a recommendation in the style of a beleidsnotitie.

Grammar

Recommending impersonally

Policy texts rarely say ik vind. They recommend impersonally: Het verdient aanbeveling om eerst een pilot te starten. (it is advisable to) Optie B verdient de voorkeur. (is preferable) Geadviseerd wordt te kiezen voor optie B.
Modal + passive softens a proposal: Overwogen kan worden om de regeling te verlengen. Dit dient nader te worden onderzocht. Starting with the participle (Geadviseerd wordt…) is a formal variant of Er wordt geadviseerd…
Justify with gelet op (in view of) and met het oog op (with a view to / in view of): Met het oog op de verkiezingen wordt het besluit uitgesteld. Both are followed directly by a noun phrase.
A typical memo: aanleiding (reason for the memo), probleemstelling, beleidsopties, afweging, advies. De voor- en nadelen: the hyphen stands for the shared second half (voordelen en nadelen).
Judge options on concrete criteria: doelmatig (cost-effective), uitvoerbaar (practicable), op korte / lange termijn, and the randvoorwaarden (preconditions).
